"This Declaration of Dedication made this 30th day of April, in the year ninteen hundred and twenty-four, being the owner the Chevy Chase Land Co. of Montgomery County, Maryland, has ordered to be surveyed the tract of land shown on this plat to be known as 'Chevy Chase, Section Two' and by filing this plat the execution of these presents do subdivide the land into lots, blocks, and public highways and dedicate the said highways for public use for any lawful prupose whatever; and do further hereby adorn and establish perpetually the building restriction lines as hereon indicated, as the line beyond which the erectionof building, porch thereof, or other structure of a permanent nature, exacting four feet vertically ... do further hereby direct the clerks of the Circuit Court of Montgomery County..."
